Carmel-by-the-Sea sits under a forest of Monterey pine and coast live oak. Needles pile up under that canopy, and French broom and poison oak fill in below it. Inside the city limits, Monterey Fire does the inspecting. Inspections run each year, and the 2026 round began May 1. The department's 2023 wildfire plan says all properties are inspected, vacant lots included. When work is needed, a notice goes on or near the front door, and a re-inspection follows in 30 days.
In a Very High zone, state law asks for 100 feet of defensible space around a home. Monterey Fire's Carmel checklist splits that into Zone 1, out to 30 feet, and Zone 2, out to 100. Zone 0, the first 5 feet, is not required yet.
In a town this densely built, the property line often comes before the 100 feet does. State law stops the 100 feet at your property line unless a local rule says otherwise. Work on the next lot takes that owner's written consent. We clear your side to the checklist, and the inspector makes the call.
Carmel-by-the-Sea lies entirely in the California coastal zone and guards its urban forest closely. Its Forest and Beach division manages more than 13,000 trees on public property. On private land, the city requires a permit to prune limbs more than 4 inches thick. On a vacant lot, even a tree over 2 inches in diameter needs a permit to come out.
Pruning and tree removal belong to a tree service working under a city permit. We clear the brush and grass around the trees and leave the trees standing. Permit questions go to the city before work starts.
For vacant lots, Monterey Fire's Carmel checklist asks for the brush cut and dry grass down to 4 inches. The brush mower handles the grass, and the masticating head turns the brush into a mulch layer. The regional housing plan asks the city to plan for 349 new homes from 2023 to 2031. When a lot is headed for a house, lot clearing leaves it open and walkable for the surveyor.
Outside the city limits, much of the Carmel area falls under the Cypress Fire Protection District. The district covers about 11 square miles around the city and the mouth of the Carmel Valley. CAL FIRE staffs it by contract. Its fire defense plan names zones such as Carmel Woods, Carmel Views, Carmel Knolls and Mission Fields.
The plan, updated in 2023, sets a basic standard for parcels across the district. Annual grass gets cut to 4 inches, with space opened between shrubs and trees, both across and up. The district's fire marshal lists the undeveloped parcels held to that standard before June 1 each year. The plan also names mastication among the district's own methods in Carmel Views and Pescadero Canyon.
The district's weed abatement ordinance treats dry weeds and brush that create a fire hazard as a public nuisance. Miss the notice date, and the district can have the work done and put the cost on the tax roll. The notice sets the date and the standard, and our weed abatement work cuts the lot to match.
In the coastal area south of the city, the Carmel Highlands Fire Protection District covers about 9 square miles. CAL FIRE staffs it too, and it shares fire prevention staff with the Cypress and Pebble Beach districts. The county's wildfire plan rates Carmel Highlands high for fuel hazard.
CAL FIRE's records show two recent fires on the coast just south of Carmel. The Soberanes Fire started July 22, 2016, at Soberanes Creek in Garrapata State Park and burned 132,127 acres. The Colorado Fire burned 687 acres in Palo Colorado Canyon in January 2022. The city's wildfire plan puts peak fire season in the fall, when dry Santa Lucia winds can clear the fog.
The county plan lists State Parks fuel work around Point Lobos and Garrapata State Park. It also lists a fire access road in Palo Corona Regional Park. We come down Highway 1 from Seaside, about 9 road miles to Ocean Avenue.
