Each program is sized to the property and to the weed abatement notice or insurance letter in hand. The compact track loader carries a brush mower and a masticating head. California's defensible space law, Public Resources Code 4291, applies in the state responsibility area. That includes Pebble Beach and most of the Carmel Valley. The law covers whoever owns, leases, controls, operates or maintains a building there. On commercial sites, the work is vegetation removal along parcel edges, road frontage, empty lots and fence lines.
In California's HOA law, Civil Code 4775 has the association maintain the common area unless the declaration says otherwise. Around each home, defensible space clearing follows the state's zones out to 100 feet. On small lots, that 100 feet can reach into the common area.
A county or city can require a fuel break when land is split into new lots. The state's Fire Safe Regulations then call for a way to maintain it over time. HOA assessments are one of the options they list, and a yearly program keeps that work on track.
Winter rain grows the grass, and many cities and fire districts send weed abatement notices in spring. Annual grass cures gold by early summer, from the Monterey Peninsula to the Salinas hills. A program books the first mowing pass ahead of those deadlines.
The state's defensible space rules say the clearance is kept up at all times, whenever flammable vegetation is present. That covers the whole dry season, well past the notice deadline. Fields and road frontage get brush hog mowing, and some sites need a second pass later in the season.
Brush comes back more slowly than grass. The masticating head grinds coyote brush and French broom into mulch where they stand. It returns when the regrowth calls for it. The mulch stays on the ground as cover.
On ranch land in the Carmel Valley, the Salinas hills, Prunedale and the Pajaro Valley, the work covers more ground. Fence lines, pasture edges, ridge roads and field borders get mowed or masticated on a rotation. Fire breaks and fuel breaks need upkeep each season, or the brush fills them back in.
Private roads and long driveways are how fire engines get in. We mow the shoulders and masticate brush back from the edges. Your fire agency can say how much clearance it wants. Overhanging limbs are a tree service's work.
Power lines follow their own law. On brush and grass land, Public Resources Code 4293 makes the utility keep vegetation a set distance from its wires. Section 4292 adds a clearing of at least 10 feet around poles with gear such as transformers or switches. We mow and masticate on the ground, and anything growing toward a line is a call to the utility.
