In the Carmel Valley and the hills along Highway 68, oak woodland and chaparral grow on the slopes. Brush fills in under the oaks and closes off fence lines and ranch roads. We masticate that brush and leave the oaks standing.
Around Salinas and Prunedale, the hills grow oak, grass and coyote brush. A ranchette there can have grass fields for the brush mower and brushy slopes for the masticating head. Once the ground is open, brush mowing each season keeps the grass down.

It depends on the trees and on where the land sits. Monterey County's protected tree rules apply outside city limits and outside the coastal zone. In the Carmel Valley, they cover oaks, madrones and redwoods six inches or more across. The trunk is measured two feet above the ground.
The same size rule covers oaks and madrones in the Toro area along Highway 68 and in North County. Removing a protected tree there takes a county permit, and the removal is a tree service's work. In the coastal zone, the California Coastal Act counts removing major vegetation as development. Development there can need a coastal development permit.
The county's planning office answers permit questions, and we point you there. Cities and Santa Cruz County set their own rules.
