What grows under the pines in Pacific Grove?

Monterey Fire's 2023 wildfire protection plan covers Monterey, Pacific Grove and Carmel-by-the-Sea. It says Monterey pine forest dominates the area, one of three native stands left in California. Coast live oak and coastal scrub grow with the pines, along with native and non-native grasses.

Pacific Grove is mostly built out, with small patches of natural ground. The largest is a park of about 20 acres near the middle of town. The plan describes oak and pine there, with a lot of annual grass underneath. The city also holds the east end of Rip Van Winkle Open Space, a dense forest mostly inside Pebble Beach.

Fog is common in summer, but the plan puts peak fire season in the fall. By then the grass has cured, and the plan names French broom and rattlesnake grass as invasive plants here. We mow cured grass with the brush mower. Broom and brush go through the masticating head and stay as a thin mulch layer away from the house.

Defensible space clearing for Monterey Fire's inspections

Monterey Fire Department provides fire service to Pacific Grove by contract. The city's own fire department merged into it in December 2008. Station 14 on Pine Avenue is the Pacific Grove station.

Monterey Fire began its 2026 defensible space inspections on May 1, with a separate check for vacant lots. Its notice for Pacific Grove puts Zone 1 at 5 to 30 feet from the home. Zone 2 covers the remaining 70 feet, or runs to the property line. The notice calls Zone 0, the first 5 feet, not required yet.

Pacific Grove fits about 15,000 people onto under 3 square miles of land at the Peninsula's tip. On a small lot, the property line often comes before the 100-foot mark. Pacific Grove's fire hazard zones and wildland edge

Parts of Pacific Grove sit in the Very High zone on the state's 2025 fire hazard map. CAL FIRE's figures put about 167 acres in Very High, up from 82 acres on the earlier map. About 64 acres map as High and 141 as Moderate. In a Very High zone, Monterey Fire says 100 feet of defensible space is required around structures.

Monterey Fire's 2023 plan maps 691 acres of Pacific Grove as wildland-urban interface, 38 percent of the city. Its risk ranking rates Del Monte Park highest in the city. Glen, Forest Grove and Pacific Grove Acres East come next.

The plan found no significant wildfire on record inside the city. Next door in Pebble Beach, the 1987 Morse Fire destroyed more than 30 homes.

In June 2026 the state Board of Forestry put Pacific Grove on its Fire Risk Reduction Communities list. Under California's Safer from Wildfires rule, insurers that price wildfire risk must take that listing into account. They must also count defensible space that meets state and local rules. Tree permits and brush clearing in Pacific Grove

Pacific Grove protects its trees by ordinance. Removing or heavily pruning a Monterey pine or coast live oak 6 inches across or more takes a city permit. The city measures the trunk 54 inches above the ground. Monterey cypress and a few other species follow the same rule, and other private trees need one at 12 inches.

Gowen cypress and street trees need a permit at any size. So does any tree in or within 100 yards of a designated monarch sanctuary. Inside the sanctuaries, pruning and removal stop from October 1 to May 1.

The permit rules cover dead and dying trees too, such as pines killed by pitch canker. The city usually asks for a certified arborist's report before a live tree comes out. That tree work belongs to a tree service or an arborist, with the city's permit first. We keep the trees standing and clear the brush beneath them.

The city treats the Asilomar Dunes neighborhood as sensitive habitat. Monterey Fire's notice says fuel reduction must follow habitat laws. On a dune lot, ask the city's planning office first.
